Flatanger kommune offers a settlement grant called 'Startpakke' (starter package) to encourage young people under 40 years old to establish residence in the municipality. The grant provides 60,000 NOK to individuals or couples who purchase a housing plot and build a year-round home, buy a used home, purchase agricultural property for personal use and operation, or move home to take over agricultural operations. The subsidy aims to attract and retain new residents in the community. Applicants must be under 40 years old (or have one partner under 40 in the case of couples) and be directly named on the purchase contract or deed. Payment is made when the residence is occupied and the applicant has submitted a change of address notification. For those planning to build new homes, a binding advance commitment can be provided if construction is completed and the owner moves in within one year. The grant requires a minimum residency commitment of 5 years in the unit that triggered the grant approval. If recipients move before the 5-year period ends, they must repay the grant proportionally at a rate of 1/5 per year for the remaining time. This initiative is part of the municipality's broader settlement strategy to grow its population base.
